Our software pricelist follows discount structure in steps instead of linear
volume discount.
For example
The 1st software license is for $6000
Additional licenses are for $3000 per license for upto 6 licenses. and after
6 licenses there is no charge.
So, two licenses would cost $6000 + $3000 = $9000
6 licenses would cost $6000 + 5*3000 = $21000
7 licenses or more will be for a site license fee of $24000
There is no additional fee for more than 7 licenses.

Is there any way to configure this discount structure in CRM?

I would like discount of 0% for quantity = 1
Discount of 50% for quantities (product instances) from 2-7
Discount of 100% for all quantities (product instances) > 7

As there're only seven different choices, you can setup a unit group with
seven units (1 license, 2 licenses, ..., 6 licenses, site license). Create a
price list and add the product you're selling in seven different ways (1
license up to the site license) and assign the appropriate price. You won't
need any discount, avoiding the need to select a discount list.
