For security role 'Regional Sales Manager' Core record, 'Contact', I have
set the entire row to 'user'. Yet the employees with this role still see
everyone's contacts when they view 'all active contacts' what am I doing
wrong?

I've spot checked some contact records and sharing is not turned on.

By default, if a user owns an account, they will be able to see all of
the contacts belonging to that account. This behaviour can be changed
by altering the relationship behaviour.

I can't disagree more. Since even before any update rollups, the security
model used security roles to give access to objects based on the users
security role, and to drive the filtered views. This is one of the most
important concept in CRM security.

Under no circumstances should users see contacts related to accounts if they
have user level access to contacts and they don't own it - lookup fields will
NOT I repeat NOT be populated, related views will NOT show contacts etc. This
is driven by the CRM 3.0 application and if you are experiencing other than
this, it is a huge security issue and should be directly addressed by the
Dynamics Team.

CRM 4.0 has the same behavior.

Can the user's actually open the records. If not then this is default
behaviour.
