When creating a quote I need to attach a file. Is it possible to attach a
shortcut or a hyperlink instead?

In CRM through Outlook, In the SALES section we have a QUOTES template. Under
the "Actions" Icon you can select "Attach a file". The box that comes up
allows you to browse your computer or network to find a file but does not
give any shortcut or hyperlink options. If you select a shortcut on your
drive, it will follow the shortcut to its folder.

I think you've run up against one of the shortcomings of the URL
option for attributes: it only allows for http-type links, not \\server
\ type links. This might help:
